<td>Der Humorist Mark Twain eröffnete jüngst eine politische Versammlung mit einer drastischen Schilderung des Civil-Dienstes der Ver. Staaten. „Niemand von uns“ - sagte er - „würde einen Menschen als Grobschmieb beschäftigen, der noch nie einen Hammer gehoben, oder Jemandem eine Lehrerstelle übertragen, der das Alphabet nicht kennt. Wir verlangen sogar von einem Plombirer, daß er Etwas von seinem Handwerk versteht und mindestens anzugeben weiß, welcher Theil einer Röhre der innere ist. Sobald aber der Civildienst an die Reihe kommt, überlassen wir unsere öffentlichen Aemter ganz gemüthlich einer Reihe von Dummköpfen. Wir vertrauen die umfassenden Geschäfte eines Zollamtes einem Kaffer an, der nicht im Stande ist, einen Frachtbrief vom Durchgang der Venus zu unterscheiden, weil er früher weder vom einen, noch von dem anderen je Etwas gehört. Im Schatzamte läßt man ganze Berge von Geld durch die Hände von Leuten gleiten, welche vorher nicht im Stande waren, die Posten einer Wäsche-Rechnung von zwei Wochen zusammenzuzählen. Als Konsuln der Ver. Staaten finden wir in allen Weltgegenden Bursche[n], welche kaum ihrer Muttersprache mächtig sind, und selbst unsere Gesandten schreien Y-ah, anstatt zu brüllen! Mark Twain wurde, nachdem er sein getreu nach der Natur gezeichnetes Bild vollendet, mit Beifalls-Bezeigungen überhäuft; als er aber zum Schlusse bemerkte, Hayes sei der Mann, welcher den Civildienst reformiren werde, wurde diese Ansicht allgemein als - schlechter Witz aufgefaßt.</td>

But when you come to our civil service, we serenely fill great numbers of our minor public offices with ignoramuses; we put the vast business of a custom house in the hands of a flathead who does not know a bill of lading from a transit of Venus, never having heard of either of them before. Under a Treasury appointment we pour oceans of money, and accompanying statistics, through the hands and brain of an ignorant villager who never before could wrestle with a two-weeks' wash bill without getting thrown. Under our consular system we send creatures all over the world who speak no language but their own, and even when it comes to that, go wading all their days through the blood of murdered tenses, and flourishing the scalps of mutilated parts of speech <span class="translationChange">⟦translated as &quot;who are hardly able to speak their own language&quot;⟧</span>. When forced to it we order home a foreign ambassador who is frescoed all over with-with-with-indiscreetnesses, but we immediately send one in his place whose moral ceiling has a perceptible shady tint to it, and then he brays when we supposed he was going to roar <span class="translationChange">⟦translated as &quot;And even our foreign ambassador brays when he was supposed to roar&quot;⟧</span>! <span class="translationInsert">
